[patch] ras fix patch set

[Pan, Xinhui]

Hi
This is to fix some issues.
1) null pointer of psp when ta is missing
2) lockdep warning.
3) add hw_supported member which indicate the hardware ability.
4) add amdgpu_ras_post_init to do some initialization.
