[avahi] Making AVAHI_USER optional

Hi,
It is mandatory at the moment to have AVAHI_USER configured even if avahi-daemon is used with command-line option: --no-drop-root.  It seems like avahi-daemon tries to chown avahi runtime directory to AVAHI_USER regardless of the option. As we need to use avahi in our own sandbox we disable chroot and drop-root on avahi-daemon and do not want to configure AVAHI_USER. The attached patch enables one to achieve that. It'd be good if somebody from the community would review the patch and if correct this could actually be useful in general.
