Also www.hasslefreeclipart.com claims that it's images are public domain
as well.

It may also be worth looking at their sources.  If you look at their
"Legal" link at the top, they list the sources the images come from.
Most notably, it says that the bulk of the art there comes from the
first two sources; we're the second one, and the first one is here:
http://serp.la.asu.edu/clipart_dir/clipartidx.html

So it may be worth considering that as a source directly, particularly
since the Abi-Clipart page notes that some of the images have been
scaled down, and for vectorization purposes I would think a higher
resolution would make preferable input, especially for the monochrome
images.
