GeoClue is more than just gpsd - but essentially a similar concept.
Location is provided over the dbus.

GeoClue is a simple location providing service. It is up to
application developers to handle more complex logic.

GeoClue does provide 'updated location' signals that your application
could subscribe to. Then your application would do the calculations to
determine if that new location is within a polygon/area defined in
your application.
