The `libc.conf' file you're referring to is first of all specific to libc
and secondly it's an input file for `ldconfig' program [1].  When you build
a package from sources you're on your own and it's up to you to organise
your environment.  Running `ldconfig' program and anything of its ilk (i.
e. modifying your system) is IMO up to package managers.
