Add ADTS Header to Raw AAC

You don't have to man I appreciate it. It seems pretty simple, I added the
ADTS header manually yesterday and it only took a few hours. I just have to
add the code to an element, and I have experience with plugin writing so
shouldn't take me long to get it done. Thanks so much.
