playbin2-->gstrtpbin stalls when using RTCP (but fine without)

Ah, beware the perils of cut & paste.

My buffer watch was install using the event function - no wonder it was full
of crud.

It still doesn't work altho' I've nailed down the behaviour which isn't as
described in this thread - so I'll start a new one.
