Video Streaming

Hi guys,I'm was wondering what's the best way to do a video stream server
with an encoder that can be set dynamically.I've been looking for mechanism
in GStreamer but I'm still confused and don't know where to begin. The probe
pads method seems to be the only solution but what if want to implement it
in a gstreamer rtsp server ?I hope you will light me on best solutions to
look into.Regards.
