The easiest solution would probably be to use the cerbero tool:
http://cgit.freedesktop.org/gstreamer/sdk/cerbero/
This is also used to build the GStreamer binaries on
gstreamer.freedesktop.org. There is some documentation about how to use
it on docs.gstreamer.com.
