Static compilation of GStreamer for windows

For now static build is experimental.

An issue has been open recently open to track its progress on Windows.

Concerning your issue, a merge request is pending to remove the dependency
to 
gstreamer-full-default.map:

The pending issue is related to freetype subproject build. 

Feel free to participate to the issue and provide for example some logs
which can help to support you.
