question on limiting bitrate

Hi,

I can see 2 options:

- reduce the bitrate on the main thread by tweaking the encoder

- transcode (decode and re-encode) on the rstp thread. Depending on your 
needs you can: adjust bitrate on the encoder (reduce quality) or fx 
reduce fps / frame size
