No, I meant the request queue. But now that I think of it, we do have to 
rely on Disconnect signal arriving before a new connection comes in. The 
idea is to add a new request on Disconnect, then regardless of whether 
temporary_policy_override is in-memory or not, we won't process a new 
connection request before temporary_policy_override is flushed.
