[HarfBuzz] Kannada script output differs from uniscribe.

Greetings,

According to [1] which is linked from the issue 435 that Behdad mentions
the user should be able to type in a different order, and get the
desired rendering, from HarfBuzz without having HarfBuzz to change. If
HarfBuzz wishes to change to match Microsoft, that may happen later, but
the user can have a solution now.
