Thanks for confirming.  I'll need to refresh my memory on this area of the
code, but my suspicion is that we're probably doing something wrong when we
inherit/sanitize the watermark values setup by the BIOS.  Your DPMS off/on
workaround forces us to truly recalculate proper watermarks from scartch, and
presumably enter the deeper sleep states.
