call-failed using Huawei E398

I have the Speedstick LTE, bought from Deutsche Telekom with a E398
label on its backside.
It also has the most current firmware from Telekom website. (btw: With
the firmware it was shipped it couldn't find Vodafone's 800 MHz LTE -
now it does)

Yes, it tried the perl script in the past and it worked (on a
development machine).
However perl will not be available on my target platforms. (Various
embedded devices with Pengutronix toolchain)
That is the reason why I was looking out for something like libqmi...

Both configured APNs are correct (web.vodafone.de). Maybe libqmi
doesn't use the first or 16th position of CGDCONT afterall?
