Excellent.  So the SYSSEL mode does actually and the QCDM "ModePref" NV
item are the same.  We know what's going on behind the scenes with this
device now, but what this tells us is that QMI on this device is
suspect.  If they didn't bother to ensure something as simple as mode
pref worked with QMI, it's likely some other stuff doesn't work either.
