The firmware update tool was released in libqmi 1.18.

The default Ubuntu 16.04 (LTS) comes with libqmi 1.12.6.
The default Ubuntu 16.10 comes with libqmi 1.16.0.
The default Ubuntu 17.04 comes with libqmi 1.16.2.
The next Ubuntu 17.10, if they don't update it earlier, comes also
with libqmi 1.16.2.

For 16.04, You can install this PPA I maintain, that includes libqmi 1.18:
$ sudo add-apt-repository ppa:aleksander-m/modemmanager-xenial
$ sudo apt-get update
$ sudo apt-get install libqmi-utils libqmi-proxy
