[LGM] Formal Motion on 2018 and 2019 Venues

Per Lara's suggestion, I have opened an Etherpad document here (
https://etherpad.openstack.org/p/LGM_2018_Venue_Poll ) to record votes
prior to the IRC chat, and I have voted. I encourage others to do so as
soon as possible.
Per Louis's suggestion, I set the deadline for the 2019 question a week
later so that we can focus on 2018 over the next week or so.
