[LGM] Formal Motion on 2018 and 2019 Venues

Let's see how Milan answers to Frank's email. For information, if
things get problematic, I have no problem in seeing LGM dates change.
The 6 LGM I have been in were always in April/May indeed, but if need
be, it could be later, no?
