[LGM] LGM 2020 Candidates and Discussion

That lines up with how I think we should be doing this, 2 years ahead. If we can get the proposals firmed up, then we might be able to have at least a preliminary consensus at LGM 2019. Then in 2020, we solicit bids for 2022. 
If we can line up Columbo for 2021, that means they can get on the list and at least watch how the folks for LGM 2020 plan and manage deadlines.
