Something that has always seemed a bit curious to me is that there 
hasn't been any method of deciding who has voting privileges and who 
doesn't. LGM at times comes up with consensuses and has votes of a sort 
which when online seem to involve anyone who takes in initiative to 
respond, or when in a meeting involves whoever is in the room at the 
time. If you didn't come to Saarbruecken this year, you had no chance to 
vote on issues.

I have no doubt that LGM wants to be inclusive, but how do we manage 
this situation? For either method of voting, it seems like we only have 
clear evidence of a small number of people making their votes known on 
any given issue.
