Have you tried to solve your problem with the footnote settings in the page
style dialog?
Format => Page => Footnote
If you select for Footnote Area "not larger than page area" and limit the space
to text it should be possible to locate your footnotes below the text.

Please try it with an actual version of LO (LO 5.4.4)

Set to NEEDINFO. Change back to UNCONFIRMED, if the problem persists. Change to
RESOLVED WORKSFORME, if the problem went away.
