I guess your LibreOffice is a snap version, not a regular one (DEB package),
because there is no 6.4 version in the Universe repository for Ubuntu 18.04
LTS, only 6.0.7. The only other way to install 6.4 from a DEB repository, is
using the PPA LibreOffice Fresh
(https://launchpad.net/~libreoffice/+archive/ubuntu/ppa?field.series_filter=bionic)

Please, could you try the following command in a terminal:
> snap list --all

If your LibreOffice is a snap, you should ask for help on
https://ask.libreoffice.org and/or file a bug report against Ubuntu on
https://launchpad.net
