Where do I find debug builds for Windows of Master/3.7?

The bad news is that you can't download it but the good news is you can 
build it yourself ;-)
That's pretty straightforward:

1. Create a VM and install prerequisites 
(http://wiki.documentfoundation.org/Development/Windows_Build_Dependencies)
2. Compile LO with debug symbols and start it
3. Start VC++, attach debugger to the LO process and set breakpoints
