was supposed to fix it on master, but -4-0 still has a dmake postprocess and it doesn't fit either way.
(no conditional packaging in -4-0)

Looks like it was backported without that difference in mind..

I think this should be done. (Yes, that makes Windows' build slow, but it's better
than leaving a localized build broken since Dec, 27 *between the last beta and first
rc*...)
