Arbitrary language tags can be entered only in the "Western" [sic]
language combobox, the CTL and CJK languages are listboxes only to
choose from predefined sets. That is because internally we don't have
a mechanism yet to flag a language as being CTL or CJK and have that
automatically recognized wherever needed. This is

Does it come up if the cursor is positioned on a portion of text that
already has the tag assigned?
