No of course there are no mn-CN .po file, currently we only have mn  in pootle and there are mn .po files.

your patch seems to be OK (without having reviewed in detail), but in order to build properly, you also need to add translations/source/mn-CN so that your translations can be merged with the code when you build.

The problem you have is typically because:
- Language not being merged (check build.log to see that it actually merged mn-CN)
- Language code not being complete (can you select mn-CN in the UI)

If you want your patch merged you need to send it to gerrit, so it can be reviewed (./logerrit submit master)
