1. There used to be an option to avoid installation of some components
on Windows - before version 4.2. But that was not what you might
imagine: LibreOffice is a monolithic suite, not something composed of
several separate applications; and e.g. graphical elements that you see
in Writer and Calc - like rectangles or images - are implemented in the
code of Draw, which itself stares 90+% of code with Impress. Writer's
very much used "Mail Merge" and "Bibliography" functionalities are
implemented using Base code. So that should answer your "who uses this"
not-thought-through claim phrased as a "question". They are used much,
not only directly (you might take a look at Ask LibreOffice site to see
many Base-related questions), but also indirectly, as shown. So -
removing Base was only possible by skipping its launcher and disabling
its start menu, but it still included all the code - which resulted in
net savings of a few kilobytes. And at the same time, that resulted in
broken functionality in places where users didn't expect - which led to
the decision to drop this option in 4.2 [1].
Note that on Linux, most distros still have full modularity, and even
not install Base by default - which keeps the flow of the
hard-to-understand-for-users problem solving request on the mentioned
Ask site, and bug reports, too.
To summarize this: no, this need not be brought back.

RTF is very much obsolete file format - its development discontinued by
its author (Microsoft) in 2009, which means it doesn't get all the newer
features available in their later releases. Same for DOC. And it makes
no sense to promote their use as the primary file formats. Windows
provides very handy "always open using this app" way of associating any
file type with a chosen program, so I see no need to expand the list of
associations that we should do in the installer.
But you are welcome anyway to file your requests as feature requests to
the bug tracker [2].
