The way CTS submission work is you don't have to pass all the tests, you can
includes patches with the test submission to remove the incorrect CTS tests,
and possibly you can just include justifications for why you don't
pass certain tests.

I don't think we need to change mesa to workaround the CTS tests or procedure
being stupid.

If you have some other reason why you have to pass gl45release maybe
you can keep
a branch and we can apply it, pass the tests, then revert it :)
