Mesa 18 and up does indeed support OpenGL 4.5, however, the software
renderer (llvmpipe) in Mesa only supports GL 3.3.  However, in the
upcoming Mesa 20.2 release, llvmpipe should support GL 4.5.

Though do note that software rendering is generally quote slow, anything
even beyond very basic use cases should generally use hardware rendering
whenever possible.
