[libnice] libnice master frozen for release: Please test it

Hello everyone,

I'm freezing the master branch in planning for the 0.1.17 release. Can
you please all try to test it in your various applications and report
any issue. If there are no issues, I plan to cut a 0.1.17 release at
the end of this week.

This is also going to be the last release with autotools, the next one
will be meson only. So this may be a good time to check that the meson
build system works for you.
