You should have ActiveDevice "CRT,TV" (or not bother to specify at all 
as they will be auto-detected if they're connected), TVType "PAL", and 
your monitor section should be correct for your CRT (or other 
VGA-connector-attached-device) i.e. the same as it would be if you 
weren't also using the TV output.
