Well, I looked into my xorg 7.1 rc2/openchrome svn 181 log and it is really 
there:
(II) VIA(0): ViaCH7xxxDetect
(II) VIA(0): I2C device "I2C bus 3:CH7xxx" registered at address 0xEA.
(--) VIA(0): Detected Chrontel CH7019B LVDS Transmitter/TV Encoder

It is nice that you will try to add full CH7019B support; I will try to be the 
first to test your patches :)
