This is yet another part of X that's still in the dark ages, from before 
operating systems had such direct support for accessing pci config 
space.

Ian Romanick has reworked X's pci handling, even before 7.1, but this 
won't even make it in 7.2. This is blocked on support for other 
operating systems than linux, afaik.
