 NOt sure what happen when you got a different setting in Bios and in
 xorg.conf. May be try with Option "ActiveDevice" "CRT,TV" in xorg.conf.

 The TV outputs modes are currently hardcoded and there's no way to use a
 random one with a modeline or whatever. Please refer to 'man via', in the
 TV encoder section (near the end) and choose a mode fitting your TV
 standard (I assume PAL from your xorg.conf). Choose the giving best result
 for you from "720x568Noscale", "720x568Over" or "720x576Under'
