When using VBEModes, the VGA bios does most of the work. Especially
here, the ActiveDevice option will not be honored. That means you need
to set the output devices (VGA,TV,DVI...) you want to have enabled
directly in the bios.
The jumpy TV out with VT1625 without VBEModes is a different matter.
VT1625 support in openchrome is not in a really good state at the
moment. Latest trunk svn may or may not give you better results
depending on which mode you try to use.
