Yes, the new releases are just enhancements and bug fixes, not security 
fixes. But in this case, the enhancements are rather big. It adds 
support for the 3 newest VIA IGPs families (CX700, K8M890, P4M900).

This page contains errors and will make you replace files owned by the 
shipped openchrome package. The prebuilt packages linked there are 
outdated as well...

Again, this is not user friendly. Do as you want, file a bug or not, but 
I know why I'm not using Ubuntu ;-)
