[packagekit] Backend devs: improve your backend

Hi all,
today I commited an API improvement, it's only an
addition to the spec so that the expected behavior when
refresh cache is running can be a little more informative.
If your backend is able to tell which repo it is fetching at
the given time, please emit now repoDetail signal as frontends
will be expecting them.
