memory protection error in pkg-config 0.19

Yeah, known issue; https://bugs.freedesktop.org/show_bug.cgi?id=2661

I have a workaround, but it's ugly so I haven't applied it yet.  Might
be better just to upgrade popt and see if that fixes the problem.
