[Pm-utils] pm-suspend: should use quirks by default

Well, then file a bug against Fedora if it does not work. Upstream is not
broken that way.

Yes, powersave for example. Other people use kpowersave or
gnome-power-manager.

If those are not included in Fedora, that's probably another bug to file.
