[Pm-utils] [RFC] [patch review] Hook independence and security fixups, part 1

Even more patches!  These patches add in location independence to this
patch series, and take into account the wishes of several in this list
to pass the location of pm/functions in an environment variable.

I also added a test harness to allow for easy testing of just the
hooks without having to actually go through a suspend/resume cycle.

These patches apply on top of the other patches in this thread, or you
can just pull the (misnamed) vlowther-security-audit branch from
git://fnordovax.org/pm-utils/
