[Pm-utils] Not quite release 1.1.1

Assuming no large objections crop up, 1.1.1 will release on Saturday,
May 10. 

Please hold off on any large pushes to fd.o master for now.  Small
patches, bugfixes, documentation updates, etc. are fine as long as the
commit message is descriptive.
