I'm writing annotation support as part of my Summer of Code proposal.
Both read (display) and write. Look in the next few months for good
news. You can look at live.gnome.org/Evince/Annotations and at my blog

qt4 wrapper have some code for annotations. some code will be merged
on poppler main and a glib wrapper will be created too.
