 I think danutz was arguing that adding quirks to the drivers isn't good
 enough.

 If that's true (I don't know if it is), the correct place to put such
 "ignore the lowest step" option would still be alsa, I think. That way all
 alsa clients, not just pulseaudio, would get the benefit.
