I've been doing some fresh testing with pulseaudio 5.99.2-15-g5effc8 and bluez
5.27, and I'm finding the exact same behaviour as in comment #37. 

Pavucontrol lets me switch to HSP but silently reverts to A2DP when I restart
(the switch doesn't actually happen).

"headset_head_unit"
Failure: Input/Output error

In journalctl, this stuff shows up:
jan 29 04:15:25 azura pulseaudio[752]: [pulseaudio] module-bluez5-device.c:
Refused to switch profile to headset_head_unit: Not connected
