Now this is a place where I do have some standing, as a non Red Hat 
contributor.

And *I* value this enormously.  I would very much like to have these 
guidelines more clearly articulated.

Now perhaps a HACKING file is not the best place for it, but it's not 
like the web site is a shining beacon...
