/etc is admin only territory and should not be touch by anything other 
than themselves these days so unless the administrators create the type 
unit file themselves nothing should be placing type unit files there 
including 3rd parties not using packages.

Arguably those upstream should not be shipping type unit files, legacy 
sysv initsctipts etc et all and I know for a fact that many upstream 
project outright refuse to play "favorite init system" and dont ship 
init scripts or type unit files with their project since they rejected 
my submission of type units to them based on that principal.
