There was discussion at UDS to use something mimicking the Vcard spec.
Because with a simple dictionary you cannot represent multiple email
addresses or represent (home: email1; work: email1, email2). Unless you
do like evolution-data-server: with keys like "home-email-1"
"home-email-2" "work-email1" with all the advantages/disadvantages of
each method.
