This looks exactly like the problem I see with empathy-{0.22,git} 
and freenode.net IRC server (and telepathy-idle, of course) on 
Fedora Rawhide.

So, just standing behind the original reporter -- this looks to 
me like something real, not limited to telepathy-haze nor Ubuntu.
