I still think scriptability for pkg-config, if you desperately need it, would be
a better way to go than forking frontends.

As for 'local or global paths per configuration'; unless you have a heuristic in
kde-config to decide which of local or global the user wants, surely this is
just a matter of another key/value pair, no?
